To sum things up, it had been traditional for Caucus Presidents
to serve only two terms. Shiflett did not inform Bagneris of the
plan to run for a third term until Bagneris had already announced.
So the race was on, and Shiflett won, only to resign a month after
taking office. Vice President Harrington became President.
When the regular June election came only, Bagneris did not run, and Harrington did.
